10,000 New Homes Planned Near Airport at Thomas Creek Preserve

Thomas Creek Preserve LLC, a partnership between Northeast Florida developer Montgomery Land Co. and Michigan-based developer Crosswinds Communities Inc., revealed plans this week to build about 10,000 homes in a 6,100-acre stretch near Jacksonville International Airport, pushing the number of proposed homes to 15,000 in that area between New Kings and Lem Turner roads north of Dunn Avenue.

The plan calls for a community called Thomas Creek Preserve just south of the Nassau-Duval county line. It includes townhomes, condominiums and single-family homes; shopping centers; offices; public parks; walkways; six schools; a fire station; and a hotel. It also proposes to extend Braddock Road by 12 miles to connect Arnold and New Kings roads. At this point, the plan does not include other uses such as hospitals or industrial parks.

It is too early to estimate how much the entire project will cost: The four-lane extension of Braddock Road alone would cost about $50 million.

A community of this size requires approval by multiple state and local agencies as a Development of Regional Impact, or DRI, project. Examples of DRIs around the region include Eagle Harbor and OakLeaf Plantation in Clay County and Nocatee and Palencia in St. Johns County. The presentation to the regional council is the first step in the process and could significantly alter the look of the final plan.

Developers expect to build the community in two phases, spanning from 2007 to 2018.

Thomas Creek Preserve runs east to west between Interstate 95 and New Kings Road, north of airport property, an area that now is largely forested. The land abuts a 1,000-acre project that Lennar Communities of Florida Inc. proposed in May. That project -- called Thomas Creek -- is seeking permits, and is expected to put more than 2,500 homes south of the intersection of Lem Turner and Braddock roads over 10 years.

South of Thomas Creek, The Villages of Westport -- a 1,945-acre project between New Kings and V.C. Johnson roads -- already is under construction. The Villages of Westport is expected to include 1,900 single-family homes, 500 condominiums and townhomes, and 20 acres of business and retail space. Montgomery Land is working with ICI Homes on that project.

Crosswinds Communities is a private, residential developer that recently announced plans for St. Johns Point, a mixed-use development that would put 840 luxury condominiums on the St. Johns River downtown. Crosswinds also is working with Arcadis on that project.

Mitch Montgomery, managing partner of Thomas Creek Preserve LLC, said the proposed community follows the city's objectives for North Jacksonville, which include creating east to west roads and developing pedestrian-friendly neighborhoods that combine homes, business and public space. About 40 percent of Thomas Creek Preserve will be set aside as wetlands and conservation areas.
